Avon-Heathcote Estuary Fishing: Ihutai, Redcliffs and the Mouth Channel

The Avon-Heathcote Estuary Ihutai is the shallow tidal estuary between the Christchurch suburbs of Redcliffs, Ferrymead and South Brighton, fed by the Avon and Heathcote rivers and closed off from the sea by the Brighton Spit.

Most of it drains at low tide, but a deep, sandy channel runs out past Redcliffs and Moncks Bay to the mouth at Rapanui (Shag Rock).

Anglers fish the Redcliffs rock wall on that channel at the top of the tide for rig, kahawai, blue moki, mullet and sea-run trout, and flounder are taken on the flats all year. The Coastal Pathway makes the southern shore easy to reach on foot or by bike.

What You'll Find Here

Ihutai is the largest semi-enclosed shallow estuary in Canterbury. LAWA puts it at 830 hectares, and only about 15% of it stays under water at a low spring tide. The rest is mudflats, sand banks, salt marsh and seagrass.

The Avon River (Ōtākaro) and the Heathcote River (Ōpāwaho) flow in at its western side, and a single deep channel runs out between Shag Rock and the end of the Brighton Spit.

It is a rich place for fish and birds. LAWA records 34 fish species and 144 bird species, and the estuary is a nursery and spawning ground for sand flounder (pātiki). It is also an internationally important stop for migratory waders such as the bar-tailed godwit (kuaka).

Ihutai was a major mahinga kai for Waitaha, Kāti Māmoe and Ngāi Tahu, who took pātiki, tuna, īnanga, kanakana, pipi and waterfowl here. Ngāi Tūāhuriri are kaitiaki of the estuary today.

The estuary has changed a lot in recent years. In March 2010 the city’s treated wastewater was moved to an ocean outfall about 3 km out in Pegasus Bay, and nutrient levels in the estuary fell sharply.

The 2010 and 2011 earthquakes then tilted the estuary, raising the southern side by about half a metre, and broken pipes let sewage in for months. The Avon-Heathcote Estuary Ihutai Trust, formed in 2002, works with the community to look after it.

How to Fish the Avon-Heathcote Estuary

Where and when

With most of the estuary draining at low tide, the fishing is about the water that stays deep. NZ Fishing News rates the Redcliffs rock wall on the mouth channel as very good on the slack high tide, when rig come into the estuary and kahawai, blue moki, sea-run trout and shoals of mullet can be caught.

Flounder are taken on the upper mudflats and on the sand flats on the eastern side at the mouth, all year round.

There is a run of large sea-run trout in the Avon in early summer, and Fish & Game says the lower reaches of the city rivers give early-season sea-run trout fishing as the fish follow whitebait and smelt into the river mouths.

What to catch and what to use

  • Rig and blue moki: bottom baits on the mouth channel from the Redcliffs wall around high tide.
  • Kahawai: from the Redcliffs wall on the mouth channel, around the top of the tide.
  • Flounder: on the flats. Many locals use drag nets; check MPI’s current net rules before using any net here.
  • Sea-run trout: Fish & Game suggests spinners such as a Toby, Tasmanian Devil or small ticer, streamer flies after dark, or worms fished on the bottom where bait is allowed.
  • Yellow-eyed mullet: come through in large shoals; they make good bait for bigger fish.

Getting There and Facilities

  • Coastal Pathway: Te Ara Ihutai, the Christchurch Coastal Pathway, runs 6.5 km from Ferrymead to Scarborough. The Ferrymead to Moncks Bay section (3.3 km) starts at the Scott Park car park, crosses the McCormacks Bay causeway and follows Beachville Road to Redcliffs. It is wheelchair accessible.
  • Moncks Bay to Shag Rock: an 850 metre rough single track, not suitable for wheelchairs, prams or bikes. From Shag Rock to Sumner it is boardwalk and asphalt again.
  • Toilets: at Redcliffs Park and Sumner Beach.
  • Dogs: on a leash on the Coastal Pathway.

Rules and Safety

  • Sea fish follow MPI’s South-East rules, and no licence is needed for them. Set nets have been banned in the estuary in the past, so check the current net rules in the NZ Fishing Rules app or on MPI’s site before setting or dragging any net.
  • Fish & Game treats all estuary water as fresh water, so you need a Fish & Game North Canterbury licence to fish for trout or salmon here. The lower Avon (below Barbadoes Street) and the lower Heathcote (below Colombo Street) are open all year for trout, with salmon allowed from 1 October to 30 April on fly and spin only. Ask North Canterbury Fish & Game if you are unsure which rule covers the estuary itself.
  • Water quality is the main health concern. LAWA says sediment, stormwater and sewage from leaky pipes or overflows after heavy rain still affect the estuary. Give it a few days after heavy rain, and check LAWA and Environment Canterbury before eating anything gathered here.
  • Ngāti Wheke placed a rāhui on taking shellfish at Sumner, Scarborough and Taylors Mistake from 14 March 2026, after a toxic algal bloom. Respect it and check whether it still stands.
  • Most of the estuary is mudflat that floods as the tide rises. Watch the water if you walk out on the flats, and take care on the channel edges at the mouth, where the deep water runs out.
